The decision - making behind safety protocols | Coronavirus information
Some people are worried about having sat an exam in a room with someone who later tested positive for COVID-19. Some point to this as proof that the University�s safety protocols are not working, or they say that an outbreak at a McGill team practice means they will get COVID from taking exams. To help reassure people, we wanted to explain further the reasoning and decision-making process behind our protocols. Tracking cases McGill�s 50,000 people are part of the Montreal community. If there are a lot of cases in the city, unfortunately some McGillians will get COVID through social interactions, families and general life off campus. Some of these positive cases will not know they have COVID and come to campus. Some have been in exam rooms or classrooms. That is inevitable, and it has been happening throughout the pandemic. Tracking transmission is key The most important thing is to monitor whether McGill COVID safety protocols are preventing transmission on campus � that is, to make sure that any positive cases who come on campus do not spread the virus to students or staff. We have been following the same process throughout the semester for classrooms, and are, as you can imagine, paying particularly close attention to exams. A positive case in an exam undergoes timely contact-tracing to determine if any transmission has taken place. If there is no transmission, this case poses no danger to the other people in the exam room. Note that there has not been any evidence of COVID transmission in a classroom or exam room at McGill to date. This is despite there being an average of 20,000 students on campus each weekday this fall. Public health still considers individuals sitting near a positive case in an exam room to be low-risk contacts. People worry about this scenario, but we remind you that public health considers the actual risk to be low. Clusters of cases We focus primarily on potential outbreaks (I.e. two or more cases at McGill with an on-campus link) and why those outbreaks happen. As soon as our Case Management Group (CMG) identifies a possible link between the cases, the Outbreak Response Group starts working with CMG on its investigation. The Outbreak Response Group asks CMG for information such as: Where the people in the linked cases were together, on and off campus What people were doing and how they interacted (socializing in a bar, working in a research lab, having lunch on campus, etc.) What safety protocols were followed (were people masked, how far apart were they when eating, did anyone come to campus with symptoms, etc.) Assessment of safety efficacy From there, the Outbreak Response Group decides on the big question: does this case show that our safety protocols at McGill are working, or not? The bottom line is this: if we see a problem with our safety measures, we act immediately to change them. What has changed in December: Recently the environment began changing, with a surge of cases in Quebec, whether due to the increased transmissibility of Omicron, waning immunity, or both. We are seeing more outbreaks (that is, linked clusters of cases) at McGill. These are the trends that the Outbreak Response Group has noticed from these outbreaks: Masks offer vital protection, even for fully vaccinated people. The outbreaks at McGill happened where people were not wearing masks (socializing or at a team practice). Even with the emergence of Omicron in Quebec, we have seen NO instances of transmission at McGill while people are masked, even in higher density situations like exams. That is why we tightened our mask-wearing policies earlier this week. Socializing (on-campus or off) is behind a lot of the transmission. Groups with a McGill link (e.g., colleagues in a lab, varsity teams) spend time together socially as well. It�s great to see such tight-knit groups, but at this critical moment, people need to be very careful while socializing. Some people are coming to campus with COVID symptoms. Don�t come to campus if you have symptoms, whether for work, for exams, to study, for research or any other reason. Don�t come to campus if public health authorities have told you to self-isolate. Just don�t. McGill has accommodations for both staff and students in these circumstances � take advantage of them and protect others at the University and in the broader community. Remember to complete McGill�s self-evaluation form before coming to campus - it will let you know whether you need to stay home or can come to campus.... Read more.
