Dear members of the McGill community, We are writing to provide important updates on safety, the federal government�s new travel advisory and social gatherings. Safety in the context of rising cases We understand that rising cases in Quebec and the Omicron variant are provoking anxiety. The news of course concerns us too, as we work to keep people safe while continuing our core academic activities, including final exams and teaching and research activities. In Quebec, the government continues to prioritize education as an essential activity during the pandemic, and other universities in the province are currently continuing with in-person activities until the holiday break. We are monitoring the situation very closely, and we will act immediately if there is a need to amend our safety protocols as the epidemiological situation changes. We are in constant contact with McGill�s Case Management Group. The case managers confirmed that they have the capacity to handle the contact tracing quickly. They immediately flag any potential instances of on-campus transmission of COVID-19 to us so that we can alert the McGill community and take any necessary actions. We want to thank the members of the CMG for their incredible dedication and relentless work to keep us all safe. As we have communicated in previous emails, McGill has had two clusters of linked cases (outbreaks) in the past 10 days. The Case Management Group�s investigation concluded that shared social activities (off-campus) and/or athletic team practices where people were exercising unmasked were the drivers behind these cases. However, we have seen no evidence of transmission at McGill in classrooms or exam rooms where people are masked. Masking is more important than ever. On December 13, McGill introduced stricter mask guidelines. If you have not read them, please do so now. Please remember that you should NOT come to campus if you have symptoms of COVID-19. Staff working at the rapid-testing site on the downtown campus report that people with COVID-19 symptoms are coming to get tested. If you have symptoms, please go to a testing facility in the public health system to get tested, and self-isolate until you get results. Accommodations are available for staff and students who need them due to COVID symptoms or a positive test. Students can find the academic considerations form in the personal menu of Minerva. Please complete the self-evaluation form before coming to campus. It will provide guidance to tell you when you should not come to campus and any necessary steps to take. Federal advisory against non-essential travel The federal government announced yesterday that they are putting in place a temporary advisory to avoid non-essential travel. The advisory will be in place for four weeks and then re-assessed. We wanted to outline the impact on University-sponsored international travel for the Winter 2022 term. Student Exchanges, Independent Study Away and International Internships: After assessing the potential risks to our students of cancelling University-sponsored travel at this late date -- including some not having viable accommodation alternatives for the Winter Semester -- we have decided not to cancel at this time. Students are allowed to proceed, but are urged to fully evaluate the potential safety, financial and academic risks involved. These could include being stranded in another country, quarantine expenses, etc. More information will be communicated to participating students in the coming days concerning cancellation options. International Field Semesters: The departments in charge will make decisions on whether or not to go ahead with the programs. International field courses: Instructors in charge of these courses must create a safety plan, in line with McGill�s current guidelines for travel during the ongoing COVID-19 pandemic. The plan must be sent to [email protected] for central approval. International field research: Approval mechanisms in place will continue to be followed for international field research. Necessary business (non-academic) travel: The head of the unit (at the executive/AVP/Dean level) must approve that the travel is necessary. International conferences, workshops and professional development activities (including academic conferences and workshops) for students, academic staff and administrative and support staff: These are suspended and will be re-evaluated in four weeks when the Government of Canada re-evaluates its travel advisory. If you have such an activity planned in the next 4 weeks, it should be cancelled. Note that safety guidelines in place before the pandemic still apply, including suspension of student travel to any location that is under a travel advisory, not related to COVID, to avoid non-essential travel. If you are planning personal travel over the holiday break, we urge you to consider that the situation is fluid and that you may face challenges coming back to Canada. Social activities All McGill-related in-person social activities such as holiday gatherings, are cancelled effective immediately. We would have liked a taste of normality and to celebrate together, but the virus is not cooperating. Chrystia Freeland, the Deputy Prime Minister of Canada, said yesterday, �We are all tired of COVID� � a sentiment that certainly resonated with us. So, we ask you to pull together yet again as we face the latest hurdle. Winter 2022 Term We will provide an update on the Winter term before the holiday break.
