80% Nirbhaya Scheme funds allocated for safety of women in Amdavad still unused

On the evening of November 18, two youths were stabbed by a group of six on Sabarmati riverfront. While the victims claimed they were attacked without provocation, the cops claimed it was a fallout of a harassment incident. The cops stated that if the girl came forward to complain, they could register an offence against the youths. Unfortunately though, no CCTV footage was available that could have the local police verify if the girl was harassed. This is the perfect example of snail’s pace of execution of the Safe City Project for which Ahmedabad was allocated Rs 253 crore under the Nirbhaya Fund Scheme. Only 20% of the funds allocated have been utilised so far, in what raises questions on the political will to ensure the safety and security of women in the city. Installing 500 CCTV cameras on Sabarmati Riverfront, where many Amdavadis come for a stroll and spend their weekend evenings with their families, was one of the schemes announced by the city police in 2019. Never mind the apathy towards women’s safety, a banner put up at the gate of office of Commissioner of Police in Shahibaug ironically proclaims, “Mahilao ne Nirbhayit karti Gujarat Police ni Nirbhaya Yojna (Nirbhaya Yojna of Gujarat safeguarding women against crime)”.  Sources said that apart from purchasing 48 vehicles for SHE teams of city police, installing a few CCTV cameras and floating tenders for electronic patrolling vehicles for Sabarmati riverfront, the funds are not being utilised to their full potential. “Some time ago, a few MUVs were bought from the Nirbhaya Fund Scheme but they are not seen on the road,” claimed a senior police official. Way back in 2018, it was  claimed that special police check-posts would be set up on Sabarmati riverfront on both east and west sides for safeguarding people against anti-social elements but no such check-posts have come up yet. Lack of will “The lack of will to implement projects using the Nirbhaya fund is apparent,” added another senior police official. If we look at the figures released by National Crime Records Bureau (NCRB), in 2018, there were 1,416 crimes against women. It surged to 1,633 in 2019. Following the lockdown during the first wave of Covid-19 in March 2020, the figure dropped to 1,524. Nirbhaya Fund Scheme was allocated to Ahmedabad, Bengaluru, Chennai, Delhi, Hyderabad, Kolkata, Lucknow and Mumbai after the brutal rape and murder of a 23-year-old girl in Delhi in December 2012. Joint Commissioner of Police (Administration) Ajay Choudhary who is now in charge of schemes to be launched under the Nirbhaya Fund Scheme, was not available for his comment.... Read more.
