31% high - rises lack fire safety certificates

In a dangerous situation that has existed for a long time but has received attention only when major fire incidents take place, a whopping 31% high-rises in Ahmedabad city don’t have valid Fire Safety Certificates (FSCs) or NOCs. There are a total of 5,897 high-rises in Ahmedabad city, divided into three categories — Commercial, Mixed Occupancy (C+R) and Residential. Of these, there are 1,848 high-rises that did not possess an FSC as of November 15, 2021, making up 31% or almost one-third of all major buildings in the city. Residential high-rises  There is a glaring gap in the number of residential high-rises that have been inspected by officials of the Ahmedabad Fire and Emergency Services (AFES) and those issued FSCs. There are 3,174 residential high-rises in Ahmedabad city jurisdiction. Of these, only 1,778 have FSCs while 1,396 don’t have updated documents after inspection. Buildings without fire safety certificates account for 44% of the total. Worryingly, there are approximately 150 residential high-rises which had obtained the old Fire Safety NOC at some point but have not renewed it for several years. Notably, the ADSI 2020 report of the National Crime Records Bureau (NCRB) states that 420 of 485 people who died due to accidental fires in 2020, died due to blazes in their homes. Similarly, in 2019, a total of 686 people in Gujarat died due to household fires. A major problem in the city’s residential high-rises is that there are many which are located in former nagarpalikas on the borders of Ahmedabad city and were only recently included in the municipal corporation. A total of 39 square kilometres were included in the Ahmedabad Municipal Corporation including the entire Bopal-Ghuma municipality, villages of Chiloda-Narodgam and Kathwada, as well as partial areas of seven villages namely Sanathal, Bisalpur, Aslali, Geratnagar, Bilasiya, Ranadan and Khodiyar. An AFES official said, “There are many high-rises that have just recently come into the ambit of AMC jurisdiction. There was hardly any regulation they faced. We are currently collating data of the buildings formerly under AUDA and will begin working with them to inspect and validate their fire safety equipment.”  In-charge Chief Fire Officer of Ahmedabad city Rajesh Bhatt declined to comment. 33% mixed occupancy high-rises sans FSC  The action against commercial high-rises above 15 metres has affected mixed occupancy buildings (C+R). Of the total 1,384 mixed occupancy high-rises in the city, 460 or 33% don’t have Fire Safety Certificates. 98.4% commercial high-rises covered Recent order from the HC has led to strict action by the Ahmedabad Municipal Corporation (AMC) against commercial high-rises, especially those that house hospitals.
